South Korea ranked 136th among 142 nations in the world in the ESI(Environmental Sustainability Index) evaluated by the World Economics Forum in 2002. This means that the Korean environment is being degraded and the resources are being abused very seriously. The Korean government has been encouraging wasteful use of energy for long so that Korea`s energy efficiency is one of the lowest among OECD countries. Korea`s per-capita energy use exceeds those of Japan and Germany while per-capita income is about one fourth of those countries. However, the government is still planning to double the energy supply by 2020. It also has been indulging in supply-oriented development so as to encourage wasteful use of resources. The environment is being polluted seriously because of loose environmental standards and generosity toward environmental crimes. Precious ecosystems such as forests and tidal wetlands are being destroyed due to the government‘s land development policies. In order to follow the path of sustainability, a distributed energy system based on renewable energy should be built along with upgrading of energy efficiency; resources should be recycled; and the environmental pollution or destruction should not be allowed beyond the environmental capacity. In order to conserve the land for future generations, forests which sustain the terrestrial ecosystem, tidal wetlands which sustain the marine ecosystem, and farm lands which produce foods to sustain people of the land should be preserved beyond a certain level. The local communities should be reformed so as to minimize the energy use and recycle the resources. |
