| 국문 초록 | 본 논문은 국민연금, 기초노령연금, 그리고 국민기초생활보장제도 등 국내 공적 노후보장소득체계와 사회안전망의 현황 및 문제점을 살펴보고 이와 관련해 저소득 노인계층의 경제적 지원에 대한 교회의 보완적 기여 방안을 검토한 연구이다. 2007년 7월의 국민연금개혁에 따라 국민연금 노후소득보장수준의 축소가 예정되어 있는 가운데 2008년 후반에 발생한 글로벌 금융위기는 기초노령연금 급여수준 확대 계획에 차질을 초래할 것으로 전망된다. 또한 최근에는 경제침체에 따른 복지급여 수요 급증으로 인해 국민기초생활보장급여 전달과정에 병목현상이 발생하고 있다. 이와 같은 상황에서 한국 교회는 저소득 노인계층 지원에 대한 성경적 근거와 한국교회의 사회구제활동 전통에 입각해, 정부의 공공복지서비스전달체계에 보완적으로 기여할 수 있는 저소득 노인구제활동 전담 지역사회 교회연합 체계를 구성할 필요가 있다. 이를 통해 복지급여 수급자 선별 및 모니터링 과정에 유용한 정보 공급 창구로서의 역할을 담당하고 지역사회 교회연합 간 교회자원의 통합적 활용을 통해 저소득 노인계층을 보다 효과적으로 지원할 수 있다. 한편 저소득 노인계층 구제활동의 활성화를 위해 교회는 일반헌금계정으로부터 사회구제헌금계정을 분리하고, 이에 대해 정부는 사회구제헌금계정에 대한 별도의 종교기부금 한도를 적용하는 등 소득공제를 확대하는 방안을 검토할 필요가 있다. |
| 영문 초록 | This paper examines the current issues with regard to the Korean old-age security system consisting of national pension, basic old-age pension and national basic livelihood security program, thereby exploring how churches can contribute to support of the low-income old age people. With the income security level of national pension being reduced according to the schedule set by 2007 reform of national pension, the income security level of basic old-age pension is not sure to be increased as planned due to the global financial crisis, which may result in more number of vulnerable people being excluded from the coverage of the public old-age security system. Moreover national basic livelihood security program recently exhibits the bottleneck problem caused by the shortage of public service workers. In such situation, I propose churches in a same local community to form a organization for social relief activity to help low-income old-age people so that churches can supplement the government''s delivery system of public welfare service. With such a community-level relief organization for low-income old-age people, churches can play a role of provider of information useful to selection and monitoring process of eligible beneficiaries of national basic livelihood security allowances. Moreover, by constructing partnership relation between community-level church relief organization of different regional income levels, churches can concentrate their relief resources on relieving the most needy low-income old-age people in a more efficient way. Also I propose churches to consider separating social relief account from ordinary offering account so that the government may consider special income deduction for offering used for social relief activities such as relief activities for low-income old-age people. |
