작금의 원자력 이용에 대한 찬반 토론에 나타난 주된 쟁점들을 주의깊에 살펴보면 이것들은 과학기술적 근거보다는 다분히 주관적이면서 사회문화적인 세계관 내지 환경론적 이념에 근거한 것이 더 많음을 발견할 수 있다. 아울러 찬핵 논리와 반핵 논리의 분수령 역할을 하는 것이 원자력 발전소(이하 원전으로 약칭)의 안전성에 대한 입장 차이임을 쉽게 발견할 수 있다. 원전의 안전성은 흔히 과학기술적 차원의 논의로 간주되나 실상은 사회문화적 요소가 깊이 개입되어 있음을 이러한 논쟁을 통해서 우리는 짐작할 수 있다. 이러한 맥락에서 본 논문에서는 원전의 안전성 논의의 중심 주제를 원전의 기술적 특성, 안전성 개념, 안전성 기준 및 목표, 그리고 안전성 평가벙법으로 나누어서 각각이 내포하고 있는 과학기술적 요소와 사회문화적 요소들을 개괄하면서 환경론적 이념이 원전의 안전성 평가와 문화적 적합성 검토에 어떤 영향을 미칠 수 있는지를 살펴 볼 것이다. 현재 뚜렷이 구별되는 두 개의 환경론적 이념은 기술지향주의(Technocentrism)와 생태지향주의(Ecocentrism)로 나눌 수 있다. 사실 이러한 이념에 따라 찬핵과 반핵의 논리가 전개되고 있으며 원전의 안전성 평가에 사회문화적 요소로 작용하여 문화적 적합성 검토에 깊이 관여하고 있다. 이러한 양극단적 논리에 따른 혼란에서 우리는 기독교적 환경관에 입각한 재조명이 요구되며 이에 따라 원전의 안전성과 원전기술의 책임성 문제를 제고하고자 한다. |

Most of the conflicting opinions between pro-nukes and anti-nukes for the utilization of nuclear power plants(NPPs). Seem to be founded on the environmentalism (or worldview) implicitly held by each group rather than the scientific and technical bases. In the argument between pro-nukes and anti-nukes, it can be shown that the former`s opinion is based on a technocentrism while the latter relies on a ecocentrism. The safety of NPPs in this argument has been considered as the most important issue and used as the scientific and technical basis to justify each opinion. However, the social and cultural perspectives are tacitly involved in the current safety assessment, especially in the probabilistic safety assessment. In addition, the environmentalism formed by a cultural filter has a significant influence on the interpretation and application of the assessment results. Therefore the safety assessment of NPPs can be implicitly affected by the environmental perspectives. In this paper, the safety of NPPs is examined according to the important subissues such as the technical characteristics of NPPs, the concept of safety, the safety criteria and goal, and the safety assessment methods. In this examination, the cultural as well as the technical elements are briefly investigated in order to find a relation between the safety assessment and the environmentalisms. In general, the secular environmentalism an be divided into two isms according to historical and philosophical backgrounds : technocentrism and criticized on the basis of the Christian perspective on the environment. The conflicting opinions, which are splitted by two isms, are reconsidered in the Christian perspectives. The safety of NPPs reexamined by the Christian perspectives is introduced and the direction for the safety improvement if recommended. |
